Data collection on crime rates, demographics, health statistics, housing and educational characteristics will lead to identification of critical social/economic variables that impact the target communities. The AID Team does an assessment of these variables in combination with available resources that will lead to identifying system gaps, culminating in the visioning process and development of Coatesville’s Neighborhood Revitalization Plan.

The City of Coatesville was selected as the eighth Weed and Seed site on August 29, 2001 by the Pennsylvania Commission on Crime and Delinquency (PCCD). Currently, there are 15 Weed and Seed communities throughout the state of Pennsylvania. During June 2003, as a result of the hard work and efforts of the Coatesville community and the success of the program, the Pennsylvania Weed and Seed Program awarded the City of Coatesville the “Pennsylvania Weed and Seed Community of the year,” award, and Renée C. Fairconeture, Coatesville’s Weed and Seed Coordinator, won the “Pennsylvania Weed and Seed AID Coordinator of the Year” award. The Coatesville School District was recognized for their Youth Mentoring program in 2008.

Coatesville is moving forward with the state's New Approach for all sites which offers technical support as well as personnel support for the site. Competitive funding opportunities for programs will be pursued on an ongoing basis as announcements are presented. From the PCCD site, "On a competitive basis, PA Weed and Seed will provide funding to targeted communities that submit plans that are based on the goals and objectives of the Initiative, demonstrate leveraging of resources and sustainability." Emerging collaborative partnerships and community assessments are positioning the site to achieve and exceed the expectation.

During the fall of 2003, the City of Coatesville applied for Official Recognition for the Federal Weed and Seed program to the U.S. Department of Justice (DOJ) through the Community Capacity Development Office (CCDO).
